Why no open competition: Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
Published justification: Urgent requirement to deliver Wildflower seed packets to all state funded primary schools in England to mark His Majesty's Coronation. The Eden Project had capacity to provide the seeds in the required tight time-frame and ability to produce personalised packaging also in the required time-frame.
