What is being bought

Published requirement description

Abergele Town Council is working with Conwy County Borough Council to repair the Viewing Platform in Pentre Mawr Park.

Scope:

To repair the viewing platform in Pentre Mawr Park which is requiring repair and maintenance due to the asset being over 10 years old

The aim of the work is to ensure that the platform is fit for purpose and safe for public use:

  • Removal of rotten wood and structural repairs to the joists, posts, decking etc
  • Replace any missing sections of the platform
  • Safety upgrades to the railings;
  • Surface preparation and treatment
  • Adhering to safety protocols and environmental factors

An initial site survey and inspection will need to be carried out to determine the extent of the work required

The viewing platform was installed in c2010 from a grant provided to a local Friends group and is under the ownership of Conwy County Borough Council. This repair and maintenance work is to be commissioned by Abergele Town Council. Contractors will need to ensure that they meet with the Health & Safety requirements of both Councils.

The contractor must determine if there is a need for scaffolding or other equipment and build this into the cost provided.

The contractor is responsible for ensuring that all waste is removed from site following completion of the work

The contractor will need to ensure that the area is safe to ensure no risk to the general public using the park.

Please indicate the length of time that the work will take, and also when the work is likely to commence if your quotation is successful.

An Officer from the County Council will have the final signoff on the completion of the work

Awarding of the contract

The awarding of contracts is made by members at a full town council meeting which are generally held on the third Thursday of the month. Following the meeting, companies who took part in the quoting process will be informed whether they were successful or not.

*The awarding of the contract is subject to the conditions being adhered to. Failure to comply could lead to the contract to be offered to a competitor.

Terms and conditions

The contractor must supply any outstanding documents (such as risk assessment, method statement, insurance certificate, certificates of competency/required licences) within 14 days of the contract being awarded.

Abergele Town Council reserves the right to cancel a contract if there is failure from the contractor to complete the work within a reasonable timeframe surrounding the completion date.

Costs

All costs, expenses and liabilities incurred by Contractors in connection with the preparation and submission of any quotation shall be borne by them.

Question for the bid
This buyerAbergele Town Council · this authority
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: no supplier sizes published · market: division 44 · UK-wide, n=655
—57%

Across this market, small firms won 57% of awards with a known supplier size.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: no winner locations published · market: division 44 · UK-wide, n=649
—52%

Across this market, 52% of winners were registered in the delivery region.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: no decision dates published · market: division 44 · UK-wide, n=137
—35 days

Half of these awards have an award date within 35 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: no awards on record · market: division 44 · UK-wide, n=910
—44%

Across this market, at least 44% of awarded procurements had no recorded rival.

How many bids past lots received.

Each colour is a bid-count range. Only competed lots with a published count are included.

Past bids do not predict this tender.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
