Lot #1Anti-Embolism Stockings (Non-mechanical)AwardedRenewal Scotland

Compression stockings are a specialised hosiery designed to help prevent the occurrence of, and guard against further progression of, venous disorders such as edema, phlebitis and thrombosis. Compression stockings are elastic garments worn around the leg, compressing the limb. This reduces the diameter of distended veins and increases venous blood flow velocity and valve effectiveness. Compression therapy helps decrease venous pressure, prevents venous stasis and impairments of venous walls, and relieves heavy and aching legs.

We are awarding this as a Multi Supplier Ranked Lot with Five Suppliers.

Lot #2Prevention DVT (Mechanical)AwardedRenewal Scotland

Extensions: 2 x 12 months extension optional to the authority.Variant bids: not allowed
Lot #5Compression Products Flat Knit (RAL Standard) (Ready to Wear)AwardedRenewal UK, Scotland

Flat knit hosiery is knitted using heavier and more robust yarns and the material is sown together creating a seam. We are awarding this as a Multi Supplier Unranked Lot with Two Suppliers.

Delivery: UK, Scotland
Extensions: 2 x 12 months extension option available to the AuthorityVariant bids: not allowed
Lot #6Compression Products Flat Knit (RAL Standard) (Custom Fit)AwardedRenewal UK, Scotland

What this means for your bid
  • Price carries 50–80 points depending on the lot; most lots put it at 80 points.
  • “Anti-Embolism Stockings, Lymphoedema Products, Compression Devices &…” is a framework: the contest is a place on its panel, up to 60 suppliers, not a single contract.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Review procedure

Economic operators should approach the contracting authority in the first instance. However, the only formal remedy is to apply to the courts:

An economic operator that suffers, or is at risk of suffering, loss or damage attributable to a breach of duty under the Public Contracts (Scotland) Regulations 2015 or the Procurement Reform (Scotland) Act 2014, may bring proceedings in the Sheriff Court or the Court of Session.

The bringing of court proceedings against the Authority after the Framework Agreement has be entered into will not affect the Framework Agreement unless grounds for the imposition of special penalties under the Public Contracts (Scotland) Regulations 2015 can be established. Otherwise the remedies that may be awarded by the courts where the Framework Agreement has been entered into are limited to the award of damages.
