What is being bought

Published requirement description

Wrexham County Borough Council (WCBC) has appointed a sole Contractor to provide a City Centre Warden service. The Contractor will provide a reliable, accurate, prompt and dependable service that is helpful and responsive to the needs of the public and Wrexham County Borough Council. The successful Contractor will be expected to provide the Council with two ‘wardens’ for a minimum of 80 hours per week (40 hours per warden). In delivering the service the City Centre Wardens will work collaboratively with partners to identify and diffuse anti-social behaviour (ASB). They will liaise with a range of partners including business owners, door staff and the emergency services to ensure that Wrexham’s City Centre is welcoming and safe to visit.

  • No preliminary market engagement: Limited time available to complete and it is a relatively straightforward requirement in a well-established market.

Extensions: Throughout the Contract Term it may be necessary for WCBC to increase the weekly hours beyond the specified 80 hours (40 hours per warden). This may happen when events are held within the City Centre or if additional support is required by WCBC to support potential security threats, anti-social behaviour or if the PSPO boundary expands. For example, this may include sports events, music events, markets, festivals, or threatening behaviour from members of the public. Please note that the above is not an exhaustive list. At the time of tender Wrexham County Borough Council (WCBC) intends to purchase the service detailed within this tender and its attachments, however, it may be possible that throughout the term of the Contract WCBC receives additional funding that will allow for an increase in service provision / units / or equivalent supplied through this Contract. Where additional funding becomes available, regardless of its source, WCBC may request the successful Tenderer to increase the number of hours and / or personnel supplied through this Contract. Please note that WCBC cannot guarantee that there will be any sort of increase in service provision during the Contract term. At the time of tender all tenderers should submit their offering and pricing structure based off the published documents, not the possibility of additional hours/services being made available. The detail within this section has been included for information purposes only to make tenderers aware of future possibilities.

    Status
terminated, As per Section 71(5) of the Procurement Act. The Contract went live on 02/02/2026 following award in November 2025 and on 04/03/2026 the Council notified the Contractor of a number of Contractual obligations that were not being delivered through this Contract. This was following on from previous attempts made by the Council to proactively engage with the Contractor to remedy such breaches and receive necessary assurances. Following notification by the Council on 04/03/2026, the Council did not receive a plan or any suitable evidence / explanation to its satisfaction that sufficiently addressed the issues raised and as such the Council decided to proceed with Contract Termination in accordance with the terms of the Contract. This decision was made after additional attempts by the Council to obtain a response/plan from the Contractor (after the previous request issued on 04/03/2026). On 06/05/2026 formal notice of termination was issued to the Contractor, with the Contract formally ending on 31/05/2026. The breach did allow for immediate termination, but the Council decided it was in everyone's best interest to delay termination until the end of the month.

    Termination
    breachOfContract
    • Breach of contract On 4th March 2026 the Council notified the Contractor of a number of contractual obligations that Chase Services Group Ltd were failing to deliver through this Contract. This was following on from previous attempts made by the Council to proactively engage with Chase Services Group Ltd to rectify these issues prior to 4th March 2026. A remedial plan was requested but one was not received.
    • Breach of contract Given the nature of this Contract, its public facing element, and the requirement to liaise with third parties such as North Wales Police and other support agencies to ensure vulnerable individuals receive appropriate assistance, there was a belief that the continued delivery of the Contract in its current state would negatively damage the Council’s reputation with third parties and the public, all of which are relied upon to successfully deliver the Contract. As a result, there is a risk that if the Contract were to continue it would damage the Councils reputation and be of detriment to the public who are the ultimate beneficiaries of the Contracted Service. No remedial plan was received that would address these concerns.
