Published requirement description

UK Parliament is responsible for the operation and maintenance of the Parliamentary Estate, which comprises a diverse portfolio of historic, listed and modern buildings and infrastructure. The Estate provides a working environment for both Houses of Parliament and supports the delivery of parliamentary business, as well as providing facilities for Members, staff and visitors.

Typical works focus on conservation of fabric, capital asset upgrade and replacement, mechanical, electrical and public health works, digital, telecoms, security and access systems and utilities. Further information about UK Parliament and the Parliamentary Estate can be found at www.parliament.uk ↗.

The Parliamentary Commercial Department (PCD) supports with procuring and managing contracts for major and minor construction works, building refurbishment, building security and infrastructure security.

BECS covers the provision of a range of consultancy services, including Project Management (PM), Cost Management (CM), Multidisciplinary Design Services (MDS), Feasibility, Commercial and Registered Building Control services.

The BECS framework is intended to support current and future portfolios of capital investment and capital maintenance projects for UK Parliament. The services expected under BECS will range from early-stage feasibility assessments, through to delivery and management of Works projects and programmes. The scale, complexity and nature of Works at Parliament require access to a suitably experienced and capable professional services supply chain.

Question for the bid
This buyerCorporate Officer of the House of Commons · all categories
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 5 of 16 known-size awards · market: CPV 7941 · UK-wide, n=60
31%57%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 11 of 18 known-location awards · market: CPV 7941 · UK-wide, n=36
61%58%

Most of this buyer’s recorded winners were registered in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: no decision dates published · market: CPV 7941 · UK-wide, n=25
—63 days

Half of these awards have an award date within 63 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: exactly 3 of 4 procurements with awards had no recorded rival · market: CPV 7941 · UK-wide, n=56
3 of 436%

Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

How many bids did past lots attract?

i

How many bids past lots received.

Each colour is a bid-count range. Only competed lots with a published count are included.

Past bids do not predict this tender.

How did awards compare with estimates?

i

Where winning prices landed against estimates.

Each colour shows awards below, close to or above the published estimate, one lot at a time.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

Last 36 months.

Not comparable on a framework or DPS: the price is set later, on each call-off.

How many bids this lot may attract.

The forecast uses similar past competitions. The bar shows either that forecast or past bid counts; the line below says which.

Commercial price forecast
i

Where the award price may land.

The forecast uses similar awards and the buyer’s estimate. The band covers the middle half of likely prices.

No comparable awards for this lot yet.

A statistical guide from past awards, not a price to bid.

—Priced at call-off
On a framework or DPS the price is agreed on each call-off, so there is no award price to forecast here: the published figure is a ceiling.

Who has supplied this buyer on similar work?
i

Who has done similar work for this buyer.

Past contracts are matched by buyer, title and type of work.

A past supplier may not bid again.

No earlier contract of this buyer matches this lot on the published record.

Who could compete for this lot?
i

Who could compete for this lot?

Firms with relevant past wins. On a framework, we show firms on that agreement.

None is confirmed as a bidder.

Candidate suppliers for this notice have not been worked out yet, so this is not a verdict that nobody fits.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

The Corporate Officer of the House of Commons and the Corporate Officer of the House of Lords (acting jointly) as “The Authority”, is undertaking preliminary market engagement to obtain feedback from suppliers on the proposed potential framework model options (1-5). The purpose of this engagement is to understand the capability and capacity of the market, determine a suitable lotting structure and explore other considerations which may inform the development of the commercial strategy. The framework duration will be confirmed in due course.

Suppliers are invited to both review and respond to the question set and supporting information available via our E-sourcing platform, Atamis. The Authority welcomes responses from organisations with relevant experience and capability, including individual suppliers that may expect to directly bid or act as subcontractors or delivery partners. Please access and submit your responses by 12 noon on 13th November 26 at:

    atamis-ukparliament.my.salesforce-sites.com/ProSpend__CS_Contrac… ↗

Enclosed documents at the above link include:

    • ‘FWK4003 - BECS UK2 Preliminary Market Engagement Response Form’ – Please answer the set of market engagement questions within the Response Form tab Column C, adhering to the specified word limits.
    • 'FWK4003 - BECS Framework Model Options' – This document correlates to the question sections in the response form and sets out the proposed framework model options. All diagrams are indicative, with the lotting structure and number of suppliers under each lot subject to further development. Please review and use this document as a reference when capturing your responses.

Approximate historic spend across the required services from FY 22/23 to FY 25/26 is circa £138m. This indicative figure is based on available data across non framework, internal and external frameworks, and is provided solely for context. This is not intended as a basis for forecasting or indicating future expenditure.

All responses will be carefully considered but will not bind the Authority to any particular approach to the procurement, nor will responses be treated as conveying any promise or commitment on the part of the respondent.

Feedback received may be considered in the development of any future procurement and delivery strategies. However, the Authority will not enter a contract based on the responses to this preliminary market engagement, nor does it constitute an invitation to tender or commitment to undertake a procurement. Responses will be treated in confidence and shared only within our internal teams or external consultants, on a need-to-know basis (subject to Freedom of Information requests).

The Authority reserves the right to amend, define or depart from any of the proposals, requirements or approaches outlined within this PME notice as the strategy is developed. Any future procurement will be conducted in accordance with the Procurement Act 2023 and the Authority’s requirements at that time.
