What is being bought

Published requirement description

Melton Borough Council requires the replacement of 19 existing pay and display machines located across off-street public car parks in Melton Mowbray. The existing machines were installed in 2012 and are nearing the end of their working lives. Current machines operate using the 3G network and are powered either by mains supply or solar power with battery storage.

The Council is seeking a single provider to deliver a complete package covering the supply and installation of new machines, back office analytical support, contactless card payment processing, online payment support and processing, and reporting services, ticket supply, and ongoing repair, maintenance and servicing.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

A soft market testing questionnaire is available for providers to complete on the ProContract e-procurement portal. The soft market testing exercise is intended to allow interested organisations with appropriate experience to outline their views and ideas about the best option the Council has for replacing the current pay and display car parking machines and for the installation of ANPR cameras to each site.

The Council will consider the responses received as a result of this exercise to help inform the options appraisal and the decision-making process.

The deadline for questionnaire responses is 5th November 2025 at 12 noon.
