- Why no open competition
Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
- Published justification
The Council's Culture, Sport & Tourism Department are currently undergoing a restructure. The restructure is absorbing a high level of resource from officers within this department and due to the restructure there is currently no Festival & Events Manager at the Council (Contract Manager) therefore, there is no officer availability to be involved in a full re-procurement of the Provision which may diminish the effectiveness of the Procurement. The Council do not currently have a Festival & Events Manager (who would be the Contract Manager for this arrangement) therefore, the Council would rather that the current provision with Showsec International Limited is extended for a periof of 8-months to ensure sufficient time to:
- Appoint a Festivals & Events Manager who will play a large part in the Specification Development and the Procurement of the new Contract. It is critical that for a Contract of this importance and value that the Contract Manager is involved from beginning to end of the Procurement to ensure a thorough understanding of the specification & Terms & Conditions so that it can be managed effectively.
- Sufficient time to conduct a compliant, above threshold Open Tender.
