Published justification: The need to test employees is extremely urgent. The impacts of Covid-19 new variants were unforeseeable by HE, and therefore the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. There is high demand in this market currently and HE must secure its service swiftly to ensure supply.
