Day Opportunities Quality Framework
Authority: Wigan Council (Local council)
What is being bought3 lots · detail below
Published requirement descriptionWigan Council is seeking to establish a Day Opportunities Quality Framework to deliver high-quality, person-centred support for adults with care and support needs across the Borough.
The Framework is intended to support a diverse range of adults with differing levels of need. Providers must deliver flexible, responsive and outcome-focused services that enable adults to access the right support, in the right place, at the right time.
Depending on individual needs, preferences and agreed outcomes, provision may be delivered:
- at different times of the day, including full-day, half-day and bespoke sessional arrangements;
- within specialist settings;
- within mainstream community settings;
- through outreach and neighbourhood-based support;
- through a combination of building-based and community-based provision; and
- through the appropriate use of digital tools, virtual support, assistive technology and technology-enabled care.
The Day Opportunities Quality Framework is divided into the following Lots:
Lot 1: Confidence and Community Connections
Lot 2: Enablement Support and Living Well
Lot 3: Specialist Ongoing Care and Support
The Council intends to award all contracts under the Day Opportunities Quality Framework through a Direct Award process. Providers appointed to the Framework will be eligible to receive referrals and contract awards without the need for a further competitive procedure, subject to the requirements of the individual service user, the provisions of the Framework Agreement, and the Provider's ability to meet the assessed needs, desired outcomes and preferences of the individual.
- How the procedure runs: This procurement will establish an open framework, using the Competitive Flexible Procedure under the Procurement Act 2023. Under the Competitive Flexible Procedure the Council may, during the procurement process, clarify or refine its requirements and/or the application of the published award criteria, and may invite tenderers to improve or optimise their submissions, provided that this does not introduce new award criteria, materially change existing award criteria, or compromise fair and equal treatment. Tenderers will be evaluated initially on compliance with the requirements of the Procurement Specific Questionnaire and the evaluation criteria (quality and social value) as described in the tender documentation. The Authority has established a minimum quality threshold for tenderers to achieve across the Quality and Social Value evaluation criteria whereby only those Tenderers meeting or exceeding this threshold will be eligible to proceed to the interview stage. Tenderers who do not meet the minimum threshold will be excluded from further evaluation. Tenderers must meet all minimum eligibility requirements and achieve a specified minimum score to be eligible for appointment to the Framework.

Published description of the framework
In the majority of cases, contracts will be awarded on the basis of service user choice, ensuring that individuals are supported to make informed decisions regarding the Provider they wish to receive services from.
Whilst service user preference will be a primary consideration, the Authority reserves the right to take into account a range of additional factors when determining the most appropriate Provider. These factors may include, but are not limited to:
•The assessed needs, outcomes and preferences of the individual.
•The Provider's ability to meet the specific requirements identified through the assessment process.
•The geographical location of the service and its suitability for the individual.
•Current Provider capacity and availability.
•Any specialist skills, experience or facilities required to meet the individual's needs.

3 lots · all with a published value · same evaluation weights on every lotEvery one of these 3 lots carries the same published figure, £64,000,000: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.
Lot #1Confidence and Community Connectionsceiling above
To provide preventative, enabling and community-connected support that helps people build confidence, develop skills, maintain or increase independence and become more actively involved in their local communities. Support will generally be light-touch or time-limited, acting as a springboard for adults of a working age into universal services, community opportunities, volunteering, employment or other forms of less formal support.
Lot #2Enablement Support and Living Wellceiling above
To provide structured, personalised and enabling support for people who need more assistance than can be provided under Lot 1.
Support will help people maintain, regain or develop daily living skills, communication, confidence, wellbeing and social connections. It is likely to be longer-term than Lot 1, although it should remain strengths-based, outcome-focused and responsive to people's potential for development or progression.
Lot #3Specialist Ongoing Care and Supportceiling above
To provide personalised, long-term support for people of all ages with complex, specialist or higher levels of need.
Support will help people stay healthy, safe, comfortable and emotionally well, while maintaining stability and preventing avoidable crises or breakdowns in support arrangements.
Providers will create safe, consistent and supportive environments, offering the right level of supervision and specialist support to meet individual needs.
