Why no open competition
The procurement falls outside the scope of application of the directive
Published justification

A change of system would have a major impact on operational activities, and create significant costs of change. The system is intrinsically integrated with other business critical systems which would make it extremely costly and time consuming to remove and replace. To implement a new system for the management of Derby Homes directly employed workforce would be extremely disruptive, costly and inefficient. Derby Homes Limited posts this notice to be transparent action taken and why.
