Why no open competition
The procurement falls outside the scope of application of the directive
Published justification

The contract will be a direct award, utilising the Crown Commercial Service (CCS) Audit and Assurance Framework

  • RM6188. We would be utilising a permissible direct award under the framework. Whilst the direct award is

permittable through Schedule 7, CCS have advised that it is done so at the risk of BEIS. Regulation 32(2)(c)

extreme urgency would be used as a second line of defence which as advised by Dentons.
