Lot #1The Vale of Glamorgan Council is publishing this Notice in relation to the existing…

The Vale of Glamorgan Council is publishing this Notice in relation to the existing Dynamic Purchasing System (DPS) for Passenger Transport Services (excluding Local Bus Services).

The Contract Notice published on 5 August 2025 under reference 2025/S 000-046223 incorrectly stated the end date of the DPS as 31 July 2026.

The Council has identified that this was an administrative error in the published notice. The intended end date of the DPS was 31 March 2028.

This notice therefore corrects the previously published information so that the published record accurately reflects the intended period of validity of the DPS. To correct an error contained within the Extension notice

Organisations are invited to submit a Pre-Qualification Questionnaire to gain access to the Council’s Dynamic Purchasing System (“DPS”)

for Passenger Transport Services.

Successful applicants to the DPS will then, via mini competitions, be requested to submit offers for a variety of Passenger Transport

Services, including Mainstream and Additional Learning Needs (“ALN”) School Transport services.

What this means for your bid
  • Price carries 70 of 100 points: a 10% discount moves about 7 points. This one is won on the number: sharpen the price before polishing the prose.
  • “Extension to DPS for Passenger Transport Services ( Excluding Local…” is a dynamic market: the contest is a place on its panel, not a single contract.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Question for the bid
This buyerVale of Glamorgan Council · all categories
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 1 of 1 known-size awards · market: CPV 6011 · UK-wide, n=11
1 of 191%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 1 of 1 known-location awards · market: CPV 6011 · UK-wide, n=13
1 of 185%

Most of this buyer’s recorded winners were registered in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: no decision dates published · market: division 60 · Wales (Cymru), n=7
—26 days

Half of these awards have an award date within 26 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: exactly 0 of 1 procurements with awards had no recorded rival · market: division 60 · Wales (Cymru), n=24
0 of 14%

Missing bid counts may hide more single-bid awards. This share is a minimum.

How did awards compare with estimates?

i

Where winning prices landed against estimates.

Each colour shows awards below, close to or above the published estimate, one lot at a time.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

Last 36 months.

Not comparable on a framework or DPS: the price is set later, on each call-off.

Commercial price forecast
i

Where the award price may land.

The forecast uses similar awards and the buyer’s estimate. The band covers the middle half of likely prices.

No comparable awards for this lot yet.

A statistical guide from past awards, not a price to bid.

—Priced at call-off
On a framework or DPS the price is agreed on each call-off, so there is no award price to forecast here: the published figure is a ceiling.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

Review and risk notes
Review procedure

The Vale of Glamorgan Council will incorporate a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the Council before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has to be provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be requested from the Council.

If an appeal regarding the award of a contract has not been successfully resolved the Public Contracts Regulations 20014 (SI 2006 No 102) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the Court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the Court may only award damages.

Publisher note: The DPS has been extended to 31st March 2028 and Organisations are welcome to apply for inclusion in the DPS throughout the life of the DPS.
