Published requirement description

Great British Energy – Nuclear (GBE-N) is procuring specialist financial advisory services to support the assessment of funding and financing options for the Gwyndod Small Modular Reactor (SMR) Project and wider SMR programme. The appointed adviser will support the development of evidence-based analysis and recommendations, undertake assessment of public, private and hybrid funding and financing approaches, support market engagement activities, and provide advice to inform future government decisions. The adviser will be expected to assess the advantages, disadvantages, risks, opportunities and enabling conditions associated with different approaches.

The information provided above is intended to give Tenderers a high-level overview of the requirements of this procurement. A detailed scope of work will be issued to Tenderers invited to participate in the tender stage, following completion of the mandatory mutual Non-Disclosure Agreement (NDA). The estimated value is £600,000 inclusive of VAT based on the contracting authority's current assumptions regarding programme scope, delivery profile, and resource requirements over the contract term.

The stated value represents an estimated total potential spend rather than a committed or guaranteed amount.

This estimate has been prepared in accordance with the valuation principles set out in the Procurement Act 2023.

The Procurement documentation will be made available to Applicants upon competition and submission of a signed Non Disclosure Agreement. Access to the Procurement documentation requires an NDA to be in place. If you wish to participate and view the Procurement documentation, please ensure you are registered on the JAGGAER eSourcing Portal. If your organisation is not Registered on the Portal, please click "Register Now" from the login page beisgroup.ukp.app.jaggaer.com ↗.

This is where submissions will be made, all communications between GBE-N and Tenderers will occur and is where all official Procurement documentation will be issued.

In the first instance please access the NDA at the following link - beisgroup.ukp.app.jaggaer.com/go/3749845401A11B2C0C9C ↗

Suppliers are required to submit a response to this PSQ which requires completion and upload of the signed Non-Disclosure Agreement form in response to the PSQ questionnaire.

  • How the procedure runs: The Lead Financial Advisor will be procured using the Competitive Flexible Procedure in accordance with the Procurement Act 2023 (the Act). To participate in the procurement and access the procurement documentation, potential Applicants will be required to complete and return a signed Non-Disclosure Agreement (NDA). The procurement will comprise two stages. During the first stage, Applicants will be required to respond to the Procurement Specific Questionnaire (PSQ) and submit their Invitation to Tender (ITT) response. The PSQ will cover topics including, but not limited to, technical and professional ability, economic and financial standing, and organisational capability. The PSQ responses will be evaluated first. The Tender Submissions of the five (5) highest scoring Applicants that satisfy all applicable Conditions of Participation will proceed to tender evaluation. Following evaluation of the Technical and Social Value Envelopes, GBE-N intends to down-select and shortlist the three (3) highest-scoring Tenderers. These shortlisted Tenderers will be invited to participate in an interview stage, during which GBE-N will engage with each Tenderer to assess and clarify aspects of their proposals. Tenderers' total scores, comprising the Technical, Social Value, Commercial and Interview evaluation scores, will then be calculated to identify the Most Advantageous Tender (MAT). Following selection of the Preferred Bidder and completion of the necessary approvals, the procurement will proceed to contract award following the applicable standstill period.

What this means for your bid
  • Price carries 20 of 100 points: a 10% discount moves about 2 points. The method statement decides this lot, not the discount.
  • Turnover usually expected at this size: about £1,000,000 (twice the annual value).

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

The Lead Financial Advisor will be procured using the Competitive Flexible Procedure in accordance with the Procurement Act 2023 (the Act).
