Published requirement description

Link Group intends to enter into a Framework Agreement with a limited number of Building Contractors to provide construction services for a four year period with a possible one year extension. This may also include the provision of design and construction services. Link works in partnership with a number of subsidiary companies who will also be entitled to purchase works & services from the Framework Agreement. The subsidiaries of Link Group Ltd currently include, Link Living, C~urb 6 Ltd (C~urb), Horizon Housing Association Ltd, Larkfield Housing Association and West Highland Housing Association. Although it is possible that other organisations may join the Group, becoming subsidiary companies, during the term of the Framework Agreement, and may also wish to "call off" from the Framework.

Link also works in partnership with several external organisations, refer to Section 1.1 of the Contract Notice for further detail, who will also be entitled to purchase services from the Framework Agreement. In addition, it is also intended that any Registered Social Landlord registered and operating in Scotland will be entitled to purchase works & services from the framework, subject to Link's prior agreement.

There is no guarantee of any work. It is however, more than likely that individual commissions will be "called off" either by direct selection or by mini tendering, within the terms of the Framework Agreement, to identify the most economically advantageous tender. The Framework Agreement will mainly cover the provision of construction works & services for new build housing, however individual projects may also include rehabilitation of existing properties, office and commercial properties, extensions, community facilities and adaptations, and planned maintenance projects.

The projects will range in size, tenure and type from mainstream housing to a variety of special needs projects. The tenure type will cover all affordable tenures, private rented and market sale. Applicants should have experience of projects within the social housing sector for projects between 5 and 500 units including flats, houses and retirement living projects with a mix of tenures.

The location of projects will vary but in the main will be located in the Central Belt of Scotland, Argyll & Bute and Highland, however individual projects may be located in any part of Scotland. The total number of units in each of the geographical areas may vary and specific numbers cannot be guaranteed in any area or in total.

Although individual projects cannot be guaranteed, Link will expect the successful contractors to deliver a high quality and value for money service.

What this means for your bid
  • Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
  • “Four Year Framework Agreement for Main Building Contractors for New…” is a framework: the contest is a place on its panel, up to 70 suppliers, not a single contract.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

How the contest usually goes

Winner shares use published awards; bid and price charts use contested lots.

Question for the bid
This buyerLink Group · this authority
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: no supplier sizes published · market: CPV 4521 · UK-wide, n=68
—69%

Across this market, small firms won 69% of awards with a known supplier size.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in Scotland.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: no winner locations published · market: CPV 4521 · Scotland, n=5
—100%

Across this market, 100% of winners were registered in the delivery region.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: no decision dates published · market: CPV 4521 · UK-wide, n=28
—78 days

Half of these awards have an award date within 78 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: no awards on record · market: CPV 4521 · UK-wide, n=59
—10%

Across this market, at least 10% of awarded procurements had no recorded rival.

How many bids did past lots attract?

i

How many bids past lots received.

Each colour is a bid-count range. Only competed lots with a published count are included.

Past bids do not predict this tender.

How did awards compare with estimates?

i

Where winning prices landed against estimates.

Each colour shows awards below, close to or above the published estimate, one lot at a time.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

Last 36 months.

Not comparable on a framework or DPS: the price is set later, on each call-off.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

Publisher note: Link Group and its partners to the Framework are committed to the delivery of high quality public services. Link recognises that this is critically dependent on a workforce that is well-rewarded, well-motivated, well-led, has access to appropriate opportunities for training and skills development, is diverse and is engaged in decision making. These factors are also important for workforce recruitment and retention, and thus continuity of service. It is therefore mandatory for appointees to the Framework to adopt fair working practices, which will be further detailed in the SPD. Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are: Community enhancement, targeted recruitment and training, promotion of subcontracting opportunities to SMEs and social enterprises, community consultation, community outreach and education opportunities NOTE: To register your interest in this notice and obtain any additional information please visit the Public Contracts Scotland Web Site at https://www.publiccontractsscotland.gov.uk/Search/Search_Switch.aspx?ID=844528. Community benefits are included in this requirement.
