- Change There is an amendment required to the framework agreement for the provision of Insourcing / Outsourcing of Clinical, Surgical and Diagnostic Procedures. There is an increase in value in year 4 which exceeds the estimated total value of the framework at point of award., Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: Due to the impact of the Covid 19 pandemic, the waiting times for treatment in a hospital setting has increased significantly. As such, there has been a greater reliance on the private sector to increase capacity which has had an impact on the spend that has gone through the framework and has exceeded the original estimated value.
