Published requirement description

North Lanarkshire Council (the “Council”) propose to establish a multi-lot Framework with multiple-Contractors for the provision of a Garden Assistance Scheme.

.

The approach to establish this Framework will be in accordance with the Public Contracts (Scotland) Regulations 2015.

.

Proposed Duration is June-October 2023, with option to extend for grass cutting season 2024 (March to October).

.

For 2023 requirements, the service will include but not be limited to 6 grass cuts, 2 hedge trims, 2 weedkills.

If the contract is extended for 2024 the requirements will be 9 grass cuts, 3 hedge trims, 2 weedkills.

Further details can be found in the Detail of Requirements.

.

Contractors can bid for 1 or more lots, but can only be appointed to 1. Contractors would therefore be asked to rank their preferred zones. Each zone would still be evaluated using MEAT scoring model. When a Contractor is 1st place in more than 1 zone, they are allocated based on their preference, then become void on other Lots applied for.

What this means for your bid
  • Price carries 70 of 100 points: a 10% discount moves about 7 points. This one is won on the number: sharpen the price before polishing the prose.
  • “Garden Assistance Scheme - North Zone” is a framework: the contest is a place on its panel, up to 4 suppliers, not a single contract.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
