- The procurement falls outside the scope of application of the directive
- Published justification
InvestNI (INI) will be relying on Regulation 72 (1) (b) additional services have become necessary and were not included in the initial procurement as at contract award, INI anticipated 18 months for live support and 30 months for archive support. However, the finance system will not now be moving to archive support so INI require live support to continue for the remainder of the contract. This represents an increase in contract value over the four year period of £122,445.
- Review procedure
CPD complied with the Public Contracts Regulations 2015 and incorporated a standstill period (i.e. a minimum of 10 calendar days) at the point information on the award of contract was communicated to tenderers. That notification provided full information on the award decision. This provided time for the unsuccessful tenderers to challenge the award decision before the contract was entered into.
