- Why no open competition
- The procurement falls outside the scope of application of the directive
- Published justification
The Direct Award complies with PCR Regs:
- 32(5)a where the supplies can be supplied only by an economic operator for the purpose of research, study, and development.
Medicine Discovery Catapult are the only supplier who can carry out all of the necessary testing required on this drug . Consistency is vital for this research and it is necessary that one company handles all of the testing. Much of the work can often be subjective and user dependent. To be confident in the results yielded, one supplier who offers all techniques would be scientifically merited and most economically viable
A contract will not be entered into before 05 January 2023.
- Review procedure
Any proceedings alleging that the University is in breach of its duties under the Public Contract Regulations 2015 must be started in the High Court of Northern Ireland, in accordance with the time limits set out in those Regulations. The University will not enter into the contract before the end of a period of at least 10 days beginning with the day after the date on which this voluntary transparency notice is published in the Official Journal.
