The modification is made in response to external factors beyond the control of the relevant authority and the provider, including but not limited to: • changes in prices in accordance with a formula provided for in the contract documents but does not render the contract materially different in character, Need for additional works, services or supplies by the original contractor/concessionaire: This modification is required to add validation, increased clock stops and validation percentages (in line with the 2025/26 operational planning guidance) to the contract.
