Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: North Norfolk District Council has the obligation to provide Lifeguarding Services for their Blue Flag Beaches. The RNLI Cromer is situated on the Pier and the Council believes them to be the only suitable provider in the area.
