What is being bought
Published requirement descriptionUlster University intends to award the contract for maintenance and ongoing support of our Banner Student
Record Information System to Ellucian Support Global Ltd.
This contract will provide the University with access to all future software releases, patches and changes for the
Banner Student Record Information System. This is required to ensure we have access to support versions of
software and have access to changes required by our operating environment.
In addition the contract provides full access to Ellucian support services which is required for the ongoing
support of this software system and consultancy services.
The anticipated duration of the contract will be for 5 years

Use of the negotiated procedure without prior publication
32.—(1) In the specific cases and circumstances laid down in this regulation, contracting authorities may award public contracts by a negotiated procedure without prior publication.
General grounds
(2) The negotiated procedure without prior publication may be used for public works contracts, public supply contracts and public service contracts in any of the following cases:—
(b)where the works, supplies or services can be supplied only by a particular economic operator for any of the following reasons:—
(iii)the protection of exclusive rights, including intellectual property rights.
