Published justification: No other reasonable alternative or substitute exists for this procurement as the Mix Telematics software is the only system compatible with telematics tracking hardware fitted to the Trust vehicles. To replace the tracking hardware in the short term would require considerable ICT and Mechanical works that would create disproportionate technical difficulty.
