Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: The Contract (below PCR thresholds) was competitively let using the GCloud 12 framework. A technical and commercial evaluation was completed on the keyword search function returned shortlisted suppliers to lead to winning call-off supplier who provided the most technically and commercially appropriate service.
