Published requirement description

YPO are looking for Providers to be appointed onto a Framework Agreement for the provision of Office Furniture Products.

This Framework is designed to allow YPO to meet the needs of all public sector organisations by establishing an agreement for Providers to deliver to YPO customers on a direct basis whereby the end customer places the order with YPO and YPO places the order with the Provider, but the Provider delivers direct to the end customer.

  • The authority expects to re-tender this requirement around 1 Aug 2030, 23:59 BST.

CPV: Office furniture

Published description of the framework

This Framework Agreement is for the supply and delivery of Office Furniture Products. The Framework Agreement will operate as a catalogue framework, enabling end users to select awarded products based on their individual requirements and preferences including product specification, dimensions, functionality, design, suitability for the intended environment, delivery requirements, warranty provision, sustainability characteristics and price.

This Framework Agreement is designed to meet the needs of public sector organisations by establishing an agreement with Providers for the supply of office furniture products. End customers will place orders with YPO, YPO will place the corresponding order with the Provider, and the Provider will deliver the products directly to the end customer.

Suppliers are required to submit their proposed pricing using the Pricing Schedule. The pricing submitted will be used for evaluation purposes and contract award. Any price reviews during the contract term will be conducted in accordance with the information set out in the tender documents and must be supported by appropriate evidence where requested.

Any new products added throughout the term will be reviewed based on relevant benchmarking and similar product costs to ensure they are competitive. New products will be added to the annual pricing for review and acceptance.

The Framework Agreement consists of two Lots covering office furniture products. Suppliers will be appointed based on the Most Advantageous Tender (MAT) assessment methodology set out in the procurement documents.

The Framework Agreement will be established for an initial period of two (2) years, with the option to extend for up to a further two (2) years, giving a maximum term of four (4) years.

Lots and requirements (2)Procurement structure

2 lots · all with a published value · same conditions of participation on every lot · same evaluation weights on every lot

Every one of these 2 lots carries the same published figure, £14,400,000: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.

What this means for your bid
  • Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
  • “Office Furniture Products” is a framework: the contest is a place on its panel, not a single contract, and call-offs are awarded directly: getting appointed is the whole game.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 20 of 39 known-size awards · market: division 39 · UK-wide, n=137
51%63%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 10 of 39 known-location awards · market: division 39 · UK-wide, n=107
26%34%

Most of this buyer’s recorded winners were registered outside the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Half of these awards have an award date within 143 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
