Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: The equipment will set out to explore the prevalence of dark oxygen production at the deep seafloor. To do this, we will require benthic chamber lander platforms that can measure seafloor oxygen fluxes. This types of lander platform required is where the benthic chamber remains open during the deployment, so air bubbles are not trapped. The benthic chamber lander requires one open chamber, including stirrers and syringe samplers, with all components rated to 12,000m.
