- Change Additional services are required of the same nature to meet the unexpected needs of the business. Besides an increase in quantity of requirement, no other modifications are required to the contract, Need for additional works, services or supplies by the original contractor/concessionaire: Urgent works required that eliminate the capability to fairly and openly transact a procurement. Means do not justify a Regulation 32 procedure, thus extension of existing contract provisions have been utilised to meet emerging, urgent requirements.
