Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: The Health Board and University have a long relationship working together and as such the service provided is specialist to the needs of the health board. It is also vital that the service is provided locally for cohorts to access facilities to aid studies. No other provider could provide the specialist locally.
