What is being bought

Published requirement description

United Utilities is undertaking an early market engagement exercise to inform a forthcoming commercial strategy for the provision of Physical Security Systems for its water business.

We are seeking input from capable suppliers to assess market interest, capability, and capacity to deliver solutions aligned with regulatory, operational, and security requirements within critical national infrastructure (CNI).

This notice is not a call for competition at this stage, but an opportunity for suppliers to express interest and provide high-level information on their capabilities.

  1. Scope of Interest

Suppliers are invited to express interest in one or more of the following service areas:

Area 1: Physical Security Equipment Supply

Provision of physical security technologies including, but not limited to:

  • CCTV and video surveillance systems
  • Intruder Detection Systems (IDS)
  • Access control and entry management systems
  • Perimeter protection (e.g. fencing sensors, detection technologies)
  • Associated hardware, software, and supporting infrastructure

Suppliers should specify:

  • Product ranges and manufacturers represented
  • Evidence of accreditations and certifications (e.g. NSI, SSAIB, Secured by Design, ISO standards)
  • Compliance with relevant UK security and safety standards

Area 2: Design, Installation, and Commissioning

End-to-end delivery capabilities including:

  • Security system design and engineering
  • Project management
  • Installation and integration across operational sites
  • Testing, commissioning, and handover

Suppliers should demonstrate:

  • Experience delivering projects within regulated or critical infrastructure environments (preferably water or utilities)
  • Accreditation of installation practices (e.g. NSI Gold/Silver, ISO 9001, ISO 45001)
  • Ability to comply with UK regulatory and security frameworks, including requirements relevant to water sector resilience and asset protection

Area 3: Support and Maintenance Services

Provision of ongoing operational support services including:

  • Preventative and reactive maintenance
  • Monitoring and system management (local or remote)
  • Lifecycle management and upgrades
  • Helpdesk and response services

Suppliers should outline:

  • Service models and SLAs available
  • Geographic coverage across the UK
  • Accreditation for maintenance and monitoring services
  • Experience supporting security systems in high-availability environments

Participation

Suppliers may express interest in:

  • All three areas (1, 2, and 3), or
  • Any combination of these areas

Key Requirements

All prospective suppliers should be able to demonstrate alignment with:

  • UK security standards and regulatory expectations relevant to the water industry
  • Requirements applicable to Critical National Infrastructure (CNI)
  • Cyber and physical security convergence considerations
  • Compliance with recognised industry accreditations and certifications

CPV: Architectural, construction, engineering and inspection services · Installation services (except software) · Security, fire-fighting, police and defence equipment

Question for the bid
This buyerUnited Utilities Water Limited · all categories
What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: 44 of 69 known-size awards · market: division 35 · UK-wide, n=74
64%43%

Small firms have won here. Neither number says whether you qualify; it describes who has been winning.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in North West England.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: 37 of 60 known-location awards · market: division 35 · North West England, n=7
62%14%

Most of this buyer’s recorded winners were registered in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 13 decided notices · market: division 35 · UK-wide, n=20

Half of these awards have an award date within 110 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The buyer’s share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

Last 36 months.

Buyer: at least 3 of 21 procurements with awards had no recorded rival · market: division 35 · North West England, n=7

Missing bid counts may hide more single-bid awards. This share is a minimum.

How did awards compare with estimates?

i

Where winning prices landed against estimates.

Each colour shows awards below, close to or above the published estimate, one lot at a time.

On a framework or DPS, prices are agreed when work is called off.

Past prices are a guide, not a bid price.

Last 36 months.

Not comparable on a framework or DPS: the price is set later, on each call-off.

Commercial price forecast
i

Where the award price may land.

The forecast uses similar awards and the buyer’s estimate. The band covers the middle half of likely prices.

No comparable awards for this lot yet.

—Priced at call-off
On a framework or DPS the price is agreed on each call-off, so there is no award price to forecast here: the published figure is a ceiling.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
