The provision of 22 minibuses to the British Embassy Tirana. The vehicles are to be donated to Albanian Prisons. The Albanian Prison requested 17+1 minibuses (matches the current minibus fleet in the General Directorate of Prisons) for transportation of the staff. 22 required minibuses should be delivered at once.

Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: Due to the fact that the vehicles need to be delivered at the same time and be of the same model, the time was of the essence and the vehicles needed to be manufactured and delivered prior to FY23/24 end. As extensive market research showed, Albania Motor was the only supplier in the market which could meet our technical and delivery requirements on time. Running formal tender would have put the delivery of the project to significant risk (due to the delivery, manufacturing, budgetary factors).
