Conditions of participation3
  • Suitability
    1. Tenders will be required to be regulated by the appropriate national regulatory body, such as the Financial Conduct Authority.
    2. Tenders must confirm if their company, or any of their company's directors, partners or anyone in an equivalent position e.g. any other senior managers who have powers of representation, design or control, have any convictions relating to any of the offences listed under Regulation 57 of the Public Contract Regulations.
  • Economic & financial standing

Financial Strength - Insurers must hold a minimum credit rating of A with Standard and Poors, or equivalent with another recognised rating company.

  • Technical & professional ability

Insurers must be able to provide evidence of their last three years' experience and capability of providing an adequate claims handling service for a Motor Fleet of vehicles based in Northern Ireland.

What this means for your bid
  • Price carries 65 of 100 points: a 10% discount moves about 6.5 points. This one is won on the number: sharpen the price before polishing the prose.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Review and risk notes
Review procedure

CPD complied with the Public Contracts Regulations 2015 and, where appropriate, incorporated a standstill period (i.e. a minimum of 10 calendar days) at the point information was communicated to tenderers. That notification provided full information on the award decision. This provided time for the unsuccessful tenderers to challenge the award decision before the contract was entered into

Publisher note: Contract monitoring: the successful contractor's performance on the contract will be regularly monitored. Contractors not delivering on contract requirements is a serious matter. It means the public purse is not getting what it is paying for. If a contractor fails to reach satisfactory levels of contract performance they will be given a specified time to improve. If, after the specified time, they still fail to reach satisfactory levels of contract performance, the matter will be escalated to senior management in Construction and Procurement Delivery(CPD) for further action. If this occurs and your performance does not improve to satisfactory levels within the specified period, this can be considered grounds for termination of the contract at your expense as provided for in the Conditions of Contract. In lieu of termination, CPD may issue a Notice of Written Warning or a Notice of Unsatisfactory Performance. A supplier in receipt of multiple Notices of Written Warning or a Notice of Unsatisfactory Performance may, in accordance with The Public Contracts Regulations 2015 (as amended) be excluded from future public procurement competitions for a period of up to three years.
