Authority: NHS Norfolk and Waveney Integrated Care Board (Central government)
What is being bought
Published requirement descriptionNHS Norfolk and Waveney Integrated Care Board (N&WICB) reviewed options for the provision of Adult Community Eating Disorders Services. The ICB invited expressions of interests from suitably qualified and experienced providers to inform their thinking about the Level of market interest and what potential capacity providers can offer across Norfolk and Waveney. The Service looked to establish a single provider across Norfolk and Waveney, to deliver specialist community adult eating disorder services across the ICS. The service will support eating disorders as per the ICD-10 (International Classification of Diseases - 10th Revision) and DSM-5 (Diagnostic and Statistical Manual of Mental Disorders - 5th Edition), through the provision of evidence-based interventions as part of a 'core' service offer.

- Why no open competition
The works, supplies or services can be provided only by a particular economic operator due to absence of competition for technical reasons
- Published justification
Providers were asked to express an interest and were required to respond to a series of questions which were scored on a "Pass/Fail" basis. The scoring criteria for each question is stipulated within the question. Only one provider scored a "Pass" on all "Pass/Fail" questions will be and was deemed as compliant & capable. The Commissioner reserved the right to direct award to provider(s) with no further competition where there was a single provider expressing an interest and scored a "Pass" on all "Pass/Fail" questions. As only one Provider scored "Pass" on all "Pass/Fail" questions the Commissioner enacted the right to direct award to the Provider with no further competition.
