Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: We believe that there is only 1 company who can provide the service that we require within Scotland and that would be DX. Legal Post used to offer a similar service but were bought by DX and now they hold a monopoly on this service. We use Royal Mail for other services but they cannot guarantee next day delivery for example.
