Published requirement description

Cardiff Council is procuring the next iteration of the South East Wales led Technical and Professional Services (SEWTAPS) Framework to succeed the current arrangement upon its expiry in April 2027. Building on the framework's established success since 2021, SEWTAPS will continue to provide public sector organisations across the UK with a compliant, efficient and flexible route to access high-quality technical and professional construction-related consultancy services. The new framework will retain the flexibility and collaborative approach that have been central to SEWTAPS' success, supporting early consultant engagement, proportionate procurement processes and improved project outcomes. It will enable customers to deliver infrastructure, property, environmental and community projects while embedding social value, sustainability and continuous improvement principles. Cardiff Council aims to establish a resilient and future-focused framework capable of responding to evolving customer needs, market developments and emerging challenges. Appointed suppliers will be expected to provide the expertise, capacity and innovation required to support the successful delivery of public sector projects and sustainable outcomes throughout the framework term.

  • The authority expects to re-tender this requirement around 1 Apr 2030, 23:59 BST.
  • How the procedure runs: The Council proposes to utilise a two-stage Competitive Flexible Procedure under the Procurement Act 2023. Stage 1: Invitation to Participate (ITP) / Procurement Specific Questionnaire (PSQ) Suppliers will be required to complete a Procurement Specific Questionnaire (PSQ) to demonstrate that they satisfy the Council's conditions of participation. This stage will assess technical capability, relevant experience, economic and financial standing, and compliance with any mandatory requirements. Responses will be evaluated against predetermined criteria and a shortlist of suppliers will be selected to progress to the next stage. Please see Invitation to Participate Document for further details on the evaluation and shortlisting criteria. Stage 2: Invitation to Tender (ITT) Suppliers successfully shortlisted through the PSQ stage will be invited to submit a full tender response. Tenders will be evaluated against the Council's award criteria, including quality, price and social value.

This Framework can be used and Call-Off Contracts may be entered into with the Contractor under this Framework by all Contracting Authorities throughout all administrative regions of the UK (as defined by the Procurement Act 2023) including but not limited to Government Departments and their Agencies, Non-Departmental Public Bodies, Central Government, NHS Bodies, Local Authorities, Emergency Services, Coastguard Emergency Services, Educational Establishments, Registered Social Landlords and Registered Charities who have a need to purchase the above services (including any successor in the exercise of their statutory or public functions).

Other public bodies exercising their functions in, or in relation to the UK but not specifically referred to above may also use this Framework. The Framework may also be used by non-Public Sector organisations to comply with conditions associated with the use of public funds for those specific projects (including but not limited to Section 106).

Published description of the framework

SEWTAPS2 is a multi-supplier, multi-lot framework established to provide public sector organisations with access to specialist consultancy and technical professional services.

The Framework is divided into thirteen Lots (37 sub lots) covering a range of specialist disciplines and professional services. Suppliers may be appointed to one or more Lots and, where applicable, one or more value bands or geographical regions.

Call-Off Contracts may be awarded through either direct award or further competition in accordance with the Framework Award Procedure.

The Framework is designed to provide a compliant and efficient mechanism for procuring consultancy services while ensuring value for money, proportionality and competition. Appointment to the Framework does not guarantee any minimum level of business.

The total estimated value of the Framework Agreement is £400,000,000. The values attributed to individual Lots, value bands and geographical regions are indicative estimates only and do not represent any guarantee of work, expenditure or income. Actual expenditure will depend on Customer requirements throughout the duration of the Framework Agreement.

What to do with it
How often do SMEs win?
i

How often small and medium firms win.

Share of awards where the winner’s size is known.

The counts under this question show how many awards have a known supplier size.

Last 36 months.

Buyer: no supplier sizes published · market: division 71 · UK-wide, n=482
—46%

No supplier sizes published for this authority.

How often do local suppliers win?
i

How often local firms win similar work.

Winners with a registered address in the delivery region, out of awards with a known address.

Local means the winner is registered in the region where that award was delivered.

A local branch does not count if the registered address is elsewhere.

Last 36 months.

Buyer: no winner locations published · market: division 71 · UK-wide, n=404
—59%

No winner locations published for this authority. Local means a registered address in the region where that award was delivered.

How long to a decision?
i

How long buyers here take to decide after bids close.

Middle value in days from the bid deadline to the award date, on competitions that published both.

Only decided tenders count, so slow ones still waiting are not in.

Last 36 months.

Buyer: 4 decided notices · market: division 71 · UK-wide, n=144

Half of these awards have an award date within 130 days of the bid deadline.

How often single-bid or direct?
i

How often work is awarded with no recorded rival.

Direct awards and tenders where every published lot count shows one bid.

The market share is a minimum: some awards have no bid count.

Thin markets produce this too; it is not proof of a tailored specification.

About this data
  • Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
  • Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
  • Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
  • Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

How it runs

The Council proposes to utilise a two-stage Competitive Flexible Procedure under the Procurement Act 2023.

Stage 1: Invitation to Participate (ITP) / Procurement Specific Questionnaire (PSQ)

Suppliers will be required to complete a Procurement Specific Questionnaire (PSQ) to demonstrate that they satisfy the Council's conditions of participation.

Stage 2: Invitation to Tender (ITT)

Suppliers successfully shortlisted through the PSQ stage will be invited to submit a full tender response. Tenders will be evaluated against the Council's award criteria, including quality, price and social value.
