What is being bought

Published requirement description

The SPS utilise SFG20 as the standard maintenance specification for building engineering services across the SPS estate. It provides the SPS with the tools to keep buildings properly maintained and compliant.

The SPS requires a fully hosted external service for the provision of SFG20.

The SPS currently maintain and upgrade the system in-house and are keen to continue to do so. The SPS is therefore contracting for the external provision of SFG20 Schedules.

Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: SPS only require the SFG20 maintenance schedules and intend to carry out the management in-house. This requirement has been previously competed on two occasions and the feedback from the market was that this could only be provided by BESA Ltd. Other suppliers advised that they could only provide a managed service which the SPS does not require.
