Why no open competition: Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
Published justification: The requirement for the purchase of a replacement second vessel was required urgently to ensure reliability of an essential passenger service. The second hand vessel commodity market for suitable vessels is limited and the choice of this procedure enabled the Authority to purchase a suitable vessel within the short timescales available in the second hand vessel commodity market.
