Why no open competition: Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
Published justification: This route was taken due to pre market engagement showed us that no other warehousing facility could hold the volume of pallets held at the site. Due to dilapidation scheduled at the incumbent site there was extreme urgency to move the pallets to a suitable location.
