- Not divided into lots: This tender process relates to a single contract that has not been broken down into multiple lots. The Council is looking to engage a single lead supplier, and this is required for contract management purposes. The project requires the work to be undertaken in a highly coordinated and highly time-efficient manner.
- No preliminary market engagement: Preliminary Market Engagement has not been undertaken before this tender process as funding has just been secured from the Arts Council of Wales to enable this work and there are very tight timescales for completion. An open procedure tender process took place previously for the production of a feasibility study and this study is provided in the tender pack appendices.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
