Why no open competition: The procurement falls outside the scope of application of the directive
Published justification: Agreement with AWE which used to be DSTL. Was previously a part of MOD but now a ALB so unable to contract via MOU necessitating this route. Additionally, AWE are the only supplier in this area who are able to offer a service this comprehensive
