Why no open competition: Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
Published justification: The original intention was to fabricate the walkways for 801 in-house. Due to COVID-19 influences workshop capacity issues and required schedule a decision was taken to outsource the requirement. The materials and paint have already been purchased and are to be free-issued. The original estimated value of the structural fabrication was below the public procurement threshold.
