Publisher note: This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by midnight on 23rd October 2026. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR. Any written representations should be submitted as a private message via the Authority's electronic system on www.eastmidstenders.org under the reference CPU3055. There were no Conflicts of Interest with reference to the Panel or award decision makers. The Provider was evaluated via an open procedure which consisted of two stages: Stage 1 - a written submission and submission of a pricing schedule (80% of the total tender score). If Providers achieved a minimum weighted score of 40% out of the total 80% they would proceed to Stage 2. Stage 2 - an Interview stage (worth 20% of the remaining tender score). Written Assessment Stage: Key Criteria 1. Quality and Innovation 25% 2 Integration, collaboration and service sustainability 21% 3 Improving Access, Reducing Health Inequalities & Facilitating Choice 11% 4 Social Value 3% 5 Value 20% Total 80% Interview Stage Key Criteria 1. Quality and Innovation 10% 2 Integration, collaboration and service sustainability 3% 3 Improving Access, Reducing Health Inequalities & Facilitating Choice 7% Total 20% The key criteria were determined in accordance with the Provider Selection Regime (PSR) and informed by local public health expertise, engagement with stakeholders, including children, young people and families, and a detailed understanding of Nottingham's population needs, local communities, health inequalities, and strategic priorities. Greater weighting was given to criteria that demonstrated the provider's ability to deliver safe, high-quality services and improve outcomes for children, young people and families, in line with the objectives of the Healthy Child Programme and relevant national, regional and local strategies, guidance and evidence. Particular consideration was given to the provider's ability to deliver evidence-based interventions, address health inequalities, and achieve measurable and sustainable improvements in outcomes. Significant importance was also attached to the provider's approach to mobilisation and implementation. This included their ability to ensure a seamless transition from existing arrangements, maintain continuity of support for children, young people and families, minimise disruption to service delivery, and establish effective partnerships across the wider system from the outset. Significant consideration was also given to the provider's ability to build and sustain effective relationships across the wider system. This included demonstrating a strong organisational culture that supports a relational, person-centred approach and enables effective partnership working with local communities, commissioners, statutory agencies, and voluntary and community sector organisations. Additional weighting was assigned to the provider's demonstrable understanding of the Nottingham context, including local population needs, health inequalities, community assets, and the factors affecting outcomes for residents. The provider's ability to use this understanding to tailor delivery and respond to local priorities was considered critical to achieving sustainable improvements in outcomes. Consideration was also given to social value and value for money, ensuring that public resources are used efficiently while maximising benefits for individuals, communities, and the wider system. The relative importance of these criteria reflects the need to balance service quality, effective mobilisation, collaboration and integration, responsiveness to local need, and value when commissioning services for Nottingham residents.
