The date signed shown for each Lot is the date the first supplier on that Lot entered into the framework agreement. The contract value shown for each Lot is the estimated maximum value of the Lot as a whole, shared across all suppliers appointed to it.

Kent County Council (trading as LASER) has established a closed, multi-supplier framework for the flexible procurement and supply of gas and/or electricity, and net zero energy innovation solutions, to public sector organisations across the United Kingdom. The framework runs from 1 October 2026 to 30 September 2032, with an option to extend to 30 September 2033.

The framework comprises three Lots:

Lot 1: Flexible Procurement and Supply of Electricity with Additional Services (metered and unmetered electricity)

Lot 2: Flexible Procurement and Supply of Natural Gas (Daily Metered and Non-Daily Metered) with Additional Services

Lot 3: Supply of Innovation Solutions relating to renewable energy and flexibility services

Lot 1 and Lot 2 offer Participating Authorities two service levels: a Procurement Only Service Option (POSO) and a Fully Managed (FM) Service. Additional services within scope include:

  • Metering and data services (Meter Operations, Data Collection and Aggregation, AMR provision)
  • Net zero and renewable energy solutions (including PPAs, REGO-backed supply and demand-side response)
  • Virtual PPA facilitation and access to intraday electricity markets
  • Small generation opportunities (Smart Export Guarantee, Feed-in Tariff)

The estimated values of the framework and each Lot exceed current spend, to allow for potential growth in customer volumes and energy costs.

The framework Commencement Date is 1 October 2026. The contract start date is shown as 2 October 2026 only because the publication platform requires the start date to be later than the date signed.

Supplier levy on call-offs (max %)

The framework provides for a fee to be charged to suppliers at a fixed percentage of the estimated value of each call-off contract, in accordance with section 45(7) of the Procurement Act 2023. For Lot 1 and Lot 2, this is 0.1%. For Lot 3, it is 2%.

Published description of the framework

Appointment: Suppliers were evaluated and ranked independently for each Lot. On Lots 1 and 2, the highest-scoring supplier is the Primary Supplier and the other appointed suppliers are Secondary Suppliers. On Lot 3, all suppliers meeting the minimum requirements were appointed.

Award of call-off contracts:

Lots 1 and 2: a Participating Authority may award a call-off contract without competition under section 45(4) of the Procurement Act 2023:

  • to the Primary Supplier for the Lot; or
  • to a Secondary Supplier where: the relevant supplier provides an innovative, bespoke technology, service or solution that the Primary Supplier or other Secondary Suppliers are unable to provide and which the Contracting Authority or Participating Authority stipulates as a requirement for their contract delivery;

or

the requirements of the Contracting Authority or Participating Authority for a Call-Off Contract prioritise a specific qualitative aspect for which the Primary Supplier failed to score the highest during the procurement process for the Framework Agreement. In this instance, the Contracting Authority or Participating Authority may elect to award without competition to the Secondary Supplier which scored highest during the procurement process for that specific qualitative aspect. When relying on this ground, the Contracting Authority or Participating Authority may consider the scores achieved by Primary and Secondary Suppliers in one or more quality categories in the award criteria, but not individual questions or individual components of multi-part questions.

Alternatively, a call-off contract may be awarded following a competitive selection process under section 46 among all suppliers on the Lot capable of meeting the requirement.

Lot 3: call-off contracts are awarded following a competitive selection process under section 46 among all Lot 3 suppliers capable of meeting the requirement. Award without competition is not available on Lot 3.
