What is being bought

Published requirement description

The Agency is looking for a partner who can provide a holistic strategy covering all the different types of data and applications in use across the MHRA. The Agency has data that must be highly available and easy to restore quickly, and data that is very unlikely to be needed regularly but must be retained as a historical record. Our partner and solution must be capable of handling both, and everything in between. For ease of management, the Agency would like a single pane of glass spanning all of the backup and archive arrangements. Those arrangements should be tailored to the data they support, so they can be cost effective and efficient for each scenario. MHRA is not looking for multiple solutions though, as there is a preference to consolidate technologies as far as possible. The highest scoring proposal will be one which is able to cover all data types with one or the fewest different solutions. The Agency also expects a hybrid solution that makes the most of the Cloud without a wholesale commitment to expensive storage that is environmentally unfriendly.

  • Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

The Authority wishes to purchase software to ensure it has a working backup and archiving solution deployed. The Agency is seeking to establish a working solution that can support a variety of backups across a range of platforms – from our most critical applications that must be highly available, to archives that are kept only to meet regulatory requirements. For the avoidance of doubt, any information provided to the MHRA in response to this RFI will be treated as confidential and non-binding. No contract will be awarded as a consequence of this RFI process, however, the MHRA may launch a procurement opportunity in the near future. Responding to this RFI is not a prerequisite for participation in a subsequent procurement, nor does it give any advantage in that procurement. The MHRA would welcome responses to this RFI in order that the MHRA can build an understanding regarding the current and future provision of the project. The date by which responses to the RFI must be received is 14:00 on 30th May. For a copy of the RFI document, please email: jonathon.moloney@mhra.gov.uk
