Renewal of current Atlassian licences for cloud-hosted Software as a Service (SaaS). The Atlassian application suite is a key contributor to 'Our Tools, Process and Governance Help Us', which is one of the five enablers of the NHSBSA's Digital Strategy 2020 - 2023. It supports the successful delivery of NHSBSA's digital transformation projects by managing the workflow, tasks and collaboration across multi-supplier and multi-discipline delivery teams, whilst also being a key component of the NHSBSA’s Agile and DevOps methodologies.
The volumes of licences can be increased or decreased throughout the contract term. The maximum contract value has been set at a level which caters for unforeseen increase in organisation growth as well as mitigating the risk of significant market factors impacting price.

- Why no open competition
- The procurement falls outside the scope of application of the directive
- Published justification
This is necessary due to the unique nature of Atlassian’s integrated product suite of agile development and collaboration software. These licences are a key contributor to the NHSBSA's Digital Strategy 2020 - 2023, which supports a number of NHSBSA's core services - both internal and public-facing. There is a reseller market available for Atlassian licences, which could allow for a degree of competition to be created. However, this option has been explored previously and for the NHSBSA this route would only add additional cost, an extra tier to manage in the supply chain and add little to no value. Hence, the decision was taken that a direct relationship with Atlassian represents better value for money than a reseller competition.
