Published justification

Northern Gas Networks Limited requires the provision of AWS Enterprise Support services for its existing Amazon Web Services (AWS) cloud environment.

AWS Enterprise Support is a proprietary support service provided directly by Amazon Web Services and is available only from AWS in relation to AWS-hosted services and infrastructure.

Whilst third-party AWS support partners and resellers operate within the wider market, those organisations act as intermediaries and cannot provide AWS Enterprise Support directly. The requirement is specifically for AWS Enterprise Support and associated support services in relation to the existing AWS environment.

The direct award is therefore justified on the basis that competition is absent for technical reasons and because the required services can only be supplied by the provider holding the relevant intellectual property and exclusive rights.

The contract relates solely to AWS Enterprise Support services and does not include wider AWS consumption arrangements.
