Published award criteria (2)
- Quality: 40
- Price: 60
- Price carries 60 of 100 points: a 10% discount moves about 6 points. This one is won on the number: sharpen the price before polishing the prose.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

- Performance terms
The Authority will utilise an overarching suite of Key Performance Indicators (KPIs) covering a range of key areas to monitor and determine the performance of the Contractor.
The KPIs are an opportunity for the Contractor to demonstrate how well they are performing resulting in continuity of work.
The KPIs will be measured and will be discussed regularly by the Authority and the Contractor as a specific overview of contract performance.
KPIs are one of the methods that the Authority will use to identify the early signs that the Contractor may not be performing as well as required and that intervention may be required for improvements.
Failure by the Contractor to achieve the minimum performance requirement in any one or more of the individual sections of the KPIs will aim to be resolved through a dispute board and may result in the Authority terminating the appointment of the Contractor.
KPI 1 – Percentage of orders delivered within agreed timescales
Minimum Performance Requirement –
The minimum performance requirement for this key performance indicator is 11 out of 12 (92%).
KPI 2 – Percentage of orders which met the required quality standard
Minimum Performance Requirement –
The minimum performance requirement for this key performance indicator is 97%. E.g: We order around 107,380 summer and 89,501 spring bedding plants so over the year we expect 190,974 out of 196,881 to be off the desired quality.
