Published requirement description

Crawley Borough Council is commissioning a regeneration and delivery plan for the eastern quadrant of Crawley Town Centre—referred to as Town Centre East (TCE). This area includes six key development sites: the Former Town Hall, County Buildings, Crawley College Northern Parcel, the Decathlon Block, the Queensway Block, and the Boulevard Car Parks. The plan aims to unlock the area’s potential as a vibrant, commercially viable, and sustainable urban quarter.

The overarching goal is to produce a deliverable masterplan and investment strategy alongside a regeneration delivery plan that will attract private sector interest and guide future development. The plan must integrate residential, commercial, cultural, amenity and public realm uses, while aligning with Crawley’s Local Plan 2023–2040, the Area Based Character Assessment (ABCA), and the Visioning Assessment and Opportunities Study (VAOS).

How bids were scored

Lot awarding rule: Once tenders have been returned, all those that PASS the self-assessment criteria will be evaluated on the basis of the Most Advantageous Tender (MAT) which combines price and quality. The Bidder with the overall highest score will be deemed the ‘Preferred Bidder’. The Total Cost will not exceed £55,000 excluding VAT for all of the work (excluding Fees for Optional Additional Work for RIBA Stage 2 designs for the Former Town Hall. The Price / Quality split shall be as follows: Price - 20% Quality - 80%
