Collection of Traffic & Transport Mode Use Data
Authority: Newcastle City Council (Local council)
What is being bought3 lots · detail below
Published requirement descriptionThis project is to establish a multi-lot framework agreement for the provision of traffic and transport mode-use data for Newcastle City Council. The framework will support the Council's transport planning, modelling and monitoring work by enabling call-offs for services such as vehicular counts, speed surveys and parking accumulation surveys. The data collected will help provide a robust evidence base to inform transport decisions, assess the impact of interventions and support the delivery of an integrated, sustainable transport network across the city.
CPV: Surveying services · Traffic control services · Traffic monitoring services

Published description of the framework
Prices will be determined using the rates submitted by tenderers in the Pricing Schedule for the relevant Lot. Two Contractors will be appointed to each Lot on a ranked basis. Call-Off Contracts will be awarded by direct award in accordance with the ranking for the relevant Lot. The Council will approach the first-ranked Contractor first and may approach the next-ranked Contractor where the first-ranked Contractor is unable to deliver the requirement, declines the work, or cannot meet the Council's requirements.

Published award criteria (2)
- Price
- Quality
- Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
- “Collection of Traffic & Transport Mode Use Data” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
