Official UK procurement notice
DCWW 2113 - Low Value Small Works
Authority: Dwr Cymru Cyfyngedig (Public body)
What is being bought8 lots · detail below
Published requirement descriptionDCC is seeking to establish a framework for the delivery of Low Value Small Works across its operational and non-operational estate throughout Wales. The framework will cover low-value construction, repair, maintenance and improvement works across four specialist areas: Domestic Building Maintenance, Civils, Mechanical and Electrical.
The framework will be divided into two geographical regions, North Wales and South Wales, with each region containing the four specialist sub-lots. DCC intends to appoint up to three suppliers to each sub-lot. Works may be planned or reactive and will be instructed on an individual job basis, with a proposed maximum value of £20,000 per job.
- How the procedure runs: DCC intends to conduct a Competitive Flexible Procedure comprising an initial Conditions of Participation stage, followed by an Invitation to Tender for suppliers that meet the required conditions and minimum thresholds. Tenders will be evaluated against the published award criteria and assessment methodology. DCC may seek clarifications and, where provided for in the procurement documents, undertake further tender rounds or refine aspects of the procurement. Following final evaluation, DCC intends to appoint up to three suppliers to each specialist sub-lot.
CPV: Building completion work · Building construction work · Electrical installation work · Electrical wiring and fitting work · Engineering works and construction works · Mechanical engineering installation works · Mechanical installations · Other building completion work · Other electrical installation work · Plumbing and sanitary works · Refurbishment work · Site preparation work · +1 more
How this framework works
From the published notice- Type
- Closed framework
- Call-offs
- call-offs are awarded directly to appointed suppliers, without further competition
- Framework period
- 2 yrs · up to 8 yrs from 1 Apr 2027
Published description of the framework
Call-off contracts will be awarded without further competition to the supplier appointed to the relevant sub-lot whose registered business location or operational depot is geographically closest to the site at which the works are required.
Where that supplier is unable to undertake the works within DCC’s required timescales, does not have sufficient capacity, or is otherwise unable to meet the requirements of the call-off, DCC may award the call-off contract to another supplier appointed to the relevant sub-lot. In determining the alternative supplier, DCC may take into account relevant factors including proximity to the works location, available capacity, previous contract performance and value for money.
The price payable under each call-off contract will be determined in accordance with the pricing mechanism established under the Framework Agreement. This will include the applicable framework hourly labour rates, materials charged at cost plus the agreed contractual mark-up, and the pre-agreed rates for plant and equipment.
Lots and requirements (8)Procurement structure
8 lots · all with a published value · same evaluation weights on every lotEvery one of these 8 lots carries the same published figure, £52,800,000: it is the framework's maximum for the whole notice, not each lot's own budget, and no share per lot is published. The cards below say ceiling above rather than repeat it.

- Price carries 60 of 100 points: a 10% discount moves about 6 points. This one is won on the number: sharpen the price before polishing the prose.
- “DCWW 2113 - Low Value Small Works” is a framework: the contest is a place on its panel, not a single contract, and call-offs are awarded directly: getting appointed is the whole game.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
No small-firm winners recorded among this authority’s published awards in this sample.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered outside the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 55 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
The market share is a minimum: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Awards are recorded, but published direct routes and bid counts do not establish this buyer’s share.
How many bids did past lots attract?

How did awards compare with estimates?
i
Where winning prices landed against estimates.
Each colour shows awards below, close to or above the published estimate, one lot at a time.
On a framework or DPS, prices are agreed when work is called off.
Past prices are a guide, not a bid price.
Not comparable on a framework or DPS: the price is set later, on each call-off.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

- How it runs
DCC intends to conduct a Competitive Flexible Procedure comprising an initial Conditions of Participation stage, followed by an Invitation to Tender for suppliers that meet the required conditions and minimum thresholds.
