Official UK procurement notice
Distribution of Ward Newsletters & Leaflets
Authority: Kingston Upon Hull City Council (Local council)
What is being bought
Published requirement descriptionHull City Council (the Authority) invites tenders from suitably qualified and experienced organisations for the provision of a Ward Newsletter and Leaflet Distribution Service. The procurement will establish a closed framework of up to two suppliers for a period of four years. The contract is expected to commence October 2026. The estimated framework value is £28,000 per annum, with a total estimated framework value of £112,000 over the four-year term. The estimated value is given in good faith to assist tenderers in making their submissions, it should not be interpreted as an undertaking to purchase any goods, services or works to any particular value by the Authority and does not form part of the Contract. Further information is contained within the scope of tender documentation. Please ensure all tender submission documents are completed as detailed. Incomplete bids will be eliminated from further process.

How this framework works
From the published notice- Type
- Closed framework
- Call-offs
- call-offs are awarded directly to appointed suppliers, without further competition
- Places
- up to 2 suppliers
- Framework period
- 4 yrs from 1 Oct 2026
- Supplier levy on call-offs (max %)
1% of call-off value · Fees will be charged at a fixed percentage of the actual value of invoices paid to Suppliers. On that basis Suppliers will not be charged fees if they have not been awarded any contracts. The fixed percentage will be 1% of the actual value of invoices paid to each Supplier, charged retrospectively on an annual basis.
Published description of the framework
Call offs will be made on a ranked basis. This means the highest ranked supplier will be approached first for all requirements, and the second ranked supplier will act as a reserve subject to:
- supplier capacity
- satisfactory KPI performance
- ability to meet delivery requirements

- Price
- Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
- “Distribution of Ward Newsletters & Leaflets” is a framework: the contest is a place on its panel, up to 2 suppliers, not a single contract, and call-offs are awarded directly: getting appointed is the whole game.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
