Equals Trust - Provision of ICT Managed Services Stage 1
Authority: Equals Trust (Public body)·On behalf of: PHP Law LLP
What is being bought
Published requirement descriptionThis Procurement is being conducted in accordance with the Procurement Act 2023 using the competitive flexible procedure. 1.2.1. The Trust aims to achieve a consistent approach to ICT both for pupils and staff by moving to a Trust-model approach in the provision of ICT Managed Services (“the Service(s)”). This will enable the Trust to maximise the effectiveness of ICT equipment and services, as well as helping to share resources and best practice across all schools. 1.2.2. The Trust has no internal ICT resources and is therefore seeking an ICT Managed Services Provider (“the Supplier”) who will: a) act as the single point of contact for the Trust’s ICT requirements and management of the Trust’s other third-party ICT providers. b) centralise the management of ICT services at Trust level, rather than on an individual school by school basis. c) operate within a centralised Trust operating model, which has a consistent approach across schools. d) deliver cost effective and high-quality technical support, system management and consultancy services. e) provide transparent all-inclusive pricing which allows accurate budgeting over the term of the Contract. 1.2.3. The Supplier shall be: a) experienced in the education sector, mindful of sector constraints and/or Department for Education (DFE) requirements whilst prioritising the needs and interests of pupils in all activities. b) equipped with suitably qualified and technically capable staff, able to perform their roles to the required standard while communicating clearly and effectively with school and Trust staff. c) flexible with respect to future requirements and service options and able to adapt to the changing ICT landscape throughout the life of the contract. d) innovative and demonstrate a shared vision with the Trust regarding future service development. e) able to take a hands-on approach to all the ICT needs of the Trust, including equipment set up, software installations, MFD connections, troubleshooting and repairs to keep the Trust running effectively. f) take a collaborative approach and establish strong working relationships with other providers (e.g. MFDs, software platforms) to ensure seamless, coordinated service delivery across the Trust. g) able to gives staff and students confidence when using the Trust’s ICT resources.
- The authority expects to re-tender this requirement around 2 Jan 2033, 23:59 GMT.
- How the procedure runs: This competitive flexible procedure will be conducted in two (2) stages described in more detail below. Stage 1: Invitation to participate Stage 1 commenced with the issuing of a Tender Notice and the publication of this document. The tender pack includes a procurement specific questionnaire (PSQ) and a set of shortlisting questions which all Tenderers are required to complete and return by Monday 30th November 2026 at 12 noon, refer to the Procurement Timetable and instructions within Document 1 Instructions & Information. The Contracting Authority will use this stage to shortlist and to confirm that neither the Tenderer, nor any related persons within its corporate group, associated persons relied on to meet the conditions of participation, or proposed sub-contractors are listed on the Cabinet Office debarment list. To the extent that any such entities are listed on the debarment list, the Contracting Authority will consider whether to exclude the Tenderer from participating in the Procurement in accordance with its obligations under the Act. In addition, the Contracting Authority will consider whether any Tenderer or related persons within its corporate group, associated persons relied on to meet the conditions of participation, or proposed sub-contractors are excluded or excludable Tenderers, and before the Contracting Authority determines that a Tenderer is an excluded or excludable Tenderer, it will provide the Tenderer reasonable opportunity to make representations and provide evidence as is proportionate in the circumstances. If the Tenderer is an excluded or excludable Tenderer only by virtue of an associated person or proposed sub-contractor, the Contracting Authority will notify the Tenderer of its intention to exclude the Tenderer and provide the Tenderer with reasonable opportunity to replace the associated person or sub-contractor. If as a consequence of this process the Contracting Authority excludes the Tenderer from participating in the Procurement or is aware of an associated person or sub-contract having been replaced, it will give notice of this fact within 30 days of its decision to the Procurement Review Unit (PRU). The Contracting Authority will also undertake a review of the completed PSQ with reference to any information held on the Central Digital Platform. Responses to any conditions of participation will be assessed in accordance with the process and any selection criteria as set out in the Tender Notice, PSQ and described in this document. Stage 1 will complete with Tenderers being notified in writing of whether or not they have been successfully shortlisted to participate in Stage 2. Tenderers not invited to Stage 2 will be provided with a written explanation of the reasons why they have not been shortlisted to participate in Stage 2. Tenderers should note that the Contracting Authority reserves the right to re-assess any response to the PSQ, in light of any new relevant information that comes to the Contracting Authority’s attention. Please refer to the ‘Tenderer eligibility’ provisions: Procurement terms and conditions. The Contracting Authority proposes to rely on Section 24 of the PA 2023 (refining award criteria). Should any award criteria be refined, this will be detailed in the Stage 2 tender pack. Stage 2: Invitation to submit a final tender Stage 2 will commence with the issuing of a letter and Stage 2 tender pack inviting Tenderers that have been successfully shortlisted at Stage 1 to submit their final tenders. Final tenders must be submitted in accordance with the timetable and instructions set out in this document and any additional information provided. After the deadline for submission of final tenders, the Contracting Authority will consider, in respect of each Tenderer that submitted a tender, whether the Tenderer or any related persons within its corporate group, associated persons relied on to meet the conditions of participation, or proposed sub-contractors, are excluded or excludable Tenderers and will consider whether to disregard the tender submitted in accordance with its obligations under the Act. If the Tenderer is an excluded or excludable Tenderer only by virtue of an associated person or proposed sub-contractor, the Contracting Authority will notify the Tenderer of its intention to disregard its tender and provide the Tenderer with reasonable opportunity to replace the associated person or sub-contractor. If as a consequence of this process the Contracting Authority disregards a tender from an excluded or excludable Tenderer, or is aware of an associated person or sub-contractor having been replaced, it will give notice of this fact within 30 days of its decision to the Procurement Review Unit (PRU). The Contracting Authority will conduct an assessment of all final tenders in order to identify the Tenderer which has submitted the most advantageous tender in accordance with the assessment methodology and award criteria set out in the Tender Notice and described in this document. In carrying out this assessment, the Contracting Authority will disregard any tender from a Tenderer that does not satisfy the conditions of participation. The Contracting Authority may also disregard a tender: a. from a Tenderer that is not a United Kingdom Tenderer or a treaty state Tenderer or that intends to sub-contract the performance of all or part of the Contract to a Tenderer that is not a United Kingdom Tenderer or a treaty state Tenderer; or b. if the tender breaches a procedural requirement set out in the Tender Notice or associated tender documents; or c. if the tender offers a price that the Contracting Authority considers to be abnormally low for the performance of the Contract. Where the Contracting Authority considers that a price offered by a Tenderer in its tender is abnormally low, the Contracting Authority will notify the Tenderer and give the Tenderer reasonable opportunity to demonstrate that it will be able to perform the contract for the price offered. The Contracting Authority will only disregard the tender if the Tenderer cannot satisfactorily demonstrate that it will be able to perform the Contract for the price offered. Once the assessment has concluded, the Contracting Authority will provide an assessment summary to all Tenderers that submitted final tenders to: a. inform them whether they have been successful in being awarded the Contract b. provide an explanation of the assessment of the Tenderer’s tender against the relevant award criteria, in accordance with the requirements of the Act c. where different to the Tenderer concerned, provide information in respect of the most advantageous tender submitted, including details of the assessment of this tender against the relevant award criteria and the Tenderer’s name Once the assessment summaries have been provided to the Tenderers that submitted final tenders, the Contracting Authority will also publish a contract award notice on the Central Digital Platform to commence the mandatory standstill period. Subject to completion of the mandatory standstill period, Stage 2 will end with the Contracting Authority entering into the Contract with the preferred Tenderer and publication of a Contract Details Notice on the Central Digital Platform (within 30 days of the date on which the Contract is entered into). Where appropriate, a copy of the Contract may also be published on the Central Digital Platform.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

- How it runs
This competitive flexible procedure will be conducted in two (2) stages described in more detail below.
